CEC Houston Welcomes Survey/Geospatial Expert Ken Gutierrez as Vice President

CEC Houston is pleased to welcome Ken Gutierrez to the team as a Vice President in our survey/geospatial practice. Ken brings nearly 40 years of experience in civil survey project execution for the oil & gas industry, with two decades on the owner/operator side. His skill in managing groups and leading teams through the pipeline project life cycle will be a valuable addition to CEC’s suite of services. Ken has spent his career working with multidisciplined experts and coordinating with internal and external stakeholders through planning, permitting, construction, post-construction, and commissioning.

Ken is well-versed in scoping and cost estimating; route assessment and refinement; FERC 7(c) filings; acquisition of federal, state, and local permits; and development of bid and construction stake-out packages with support through as-built data capture for operations and regulatory audits. He has extensive expertise in pipeline surveys, routing, and operations support; coordinating during the environmental permitting process and field data collection; pipeline inspection and maintenance; renewable energy; 3-D laser scanning; aerial photography, mapping, LiDAR & remote sensing; and UAV surveys. His project experience includes large-diameter cross-country expansions, mandatory class-location upgrades, ILI and pipeline integrity support, and interconnects.

With the addition of Ken, CEC Houston will continue to bolster its relationships and service offerings for energy companies. Ken will be instrumental in building client relationships; attracting, onboarding and developing a staff to support survey projects; and helping to enhance and build upon CEC’s procedures for energy projects nationwide.

CEC Houston was established in April 2019 with the hiring of Harold Barber, a native Houstonian. The office specializes in the solid waste and oil & gas market sectors with experience in permitting and compliance work with the Texas Commission on Environmental Quality and the Texas Railroad Commission. In addition to our primary practice areas, we also offer geotechnical engineering services and landfill gas operations and maintenance (O&M) services. In August 2021, we moved into a new, expanded office space in Houston.
