Hector Escobar joins CEC Houston as a Senior Project Manager in our Air Quality practice. He has more than 37 years of experience as a chemical engineer managing and executing work in the environmental industry.
Hector’s technical expertise is in permitting, air dispersion modeling, emission calculations, and auditing in the U.S. and abroad. He has extensive source permitting knowledge on various projects in several states including California, Colorado, Louisiana, Ohio, and Texas. Hector has prepared air emission inventories, greenhouse gas inventories, and hazardous waste reports for petrochemical companies, oil and gas companies, utilities, landfills, pharmaceutical companies, and various chemical manufacturers to support compliance with federal legislation. He has additional expertise in developing and auditing environmental management information systems for different facilities to manage multimedia compliance requirements. He is also an Orion Environmental Health & Safety Excellence Award winner.
Hector has a bachelor’s degree in chemical engineering, with an environmental focus, from The University of Texas at Austin. He is an Engineer in Training in Texas and a member of the Texas Industry Project, Port Industries Risk Management Plan Technical Committee, and the Texas Chemical Council.
