Beth Eckley and Douglas Watson Join CEC St. Louis

Beth Eckley, P.E., joins CEC St. Louis as a Principal in our Environmental Engineering and Sciences practice. She has more than 20 years of environmental engineering and consulting experience for corporate and facility clients in various fields.

Beth has knowledge in several industries including metal machining and manufacturing, aerospace metal working and fabrication, adhesive/sealant manufacturing, food and beverage, plastic injection molding, aluminum smelting, gypsum wallboard, paper and web coating, medical equipment, metal foundries, and more. She brings considerable expertise to many key areas, such as Emergency Planning and Community Right-to-Know Act reporting and compliance, contingency planning (Spill, Prevention, Control and Countermeasure plans, Stormwater Pollution Prevention Plans), air permitting and compliance, permit transfers, and more.

Beth has a bachelor’s degree in civil and environmental engineering from Southern Illinois University and is a licensed professional engineer in Missouri and Kentucky.

Douglas Watson joins CEC St. Louis as a Principal in our Air Quality practice. He has more than 36 years of experience as a comprehensive professional in environmental, health, and safety (EHS) compliance.

Douglas holds expertise in air pollution permitting, air pollution dispersion modeling, regulatory compliance audits, software development, hazardous waste and wastewater management, and more. He has also completed numerous Spill Prevention, Control, and Countermeasure (SPCC) plans, Stormwater Pollution Prevention Plans (SWPPP), and Phase I through III Environmental Site Assessments. Douglas has contributed to every aspect of EHS businesses, some from their inception. He has also designed and implemented Greenfield Environmental, Inc.’s commercially available environmental management system, EMACT (Environmental Management and Compliance Tool). EMACT and his permitting expertise have saved individual sites considerable costs and kept sites from closing.

Douglas has direct environmental expertise on a broad range of environmental issues and has helped enable several EHS policies and programs at other organizations. He is Resource Conservation and Recovery Act (RCRA) and Hazardous Waste Operations and Emergency Response (HAZWOPER) certified and has a bachelor’s degree in mechanical engineering from Purdue University.
