CEC Philadelphia Welcomes Paula Miller to its Cultural Resources Practice

Paula Miller has joined CEC Philadelphia’s Cultural Resources Practice as a Senior Project Manager.

She brings 29 years of professional experience in cultural resources management in compliance with Sections 106 and 110 of the National Historic Preservation Act, the National Environmental Protection Act, and Section 4(f) of the Department of Transportation Act, as well as other federal, state and local regulations in the Mid-Atlantic, Chesapeake, and eastern Ohio Valley regions of the United States.

Paula has extensive project experience in the transportation, oil and gas, residential, commercial, and industrial development, telecommunications, and renewables sectors.

She has designed, implemented, and managed archaeological and architectural surveys, evaluated resources for eligibility in the National Register of Historic Places, and completed archaeological data recovery and creative mitigation projects for a range of historic property types.

Paula is the primary author of over 200 technical documents and has contributed to environmental assessments, historic bridge rehabilitation reports, and conservation plans. She has experience in geophysical survey, stream and wetland delineation, archaeological and ecological monitoring, collections management, Tribal consultation, and the inventory, assessment, and interpretation of landscapes and material culture for nationally and internationally significant historic sites.

She is a member of the Pennsylvania Archaeological Council. Paula earned her master’s degree in applied anthropology from University of Maryland and a bachelor’s degree in anthropology from Millersville University.
