Steve Menoff
Mr. Menoff has over thirty-five years of experience in the solid waste management industry. Over the course of his career, Mr. Menoff has held senior technical and managerial positions with both solid waste management companies and environmental consultants. Working for large public companies, he has been Vice President of Environmental Management for Chambers Development Company and Assistant Director of Engineering for Waste Management, Inc. Mr. Menoff has also worked with smaller private waste firms, serving as Vice President of Corporate Development and Technical Services for Sexton Disposal and Vice President of Environmental Management for TransLoad America. In the environmental consulting field, Mr. Menoff has been Vice President and managed the solid waste engineering and field services groups for EMCON and the IT Group. He was also the Northeast Region Vice President for Shaw Environmental and Infrastructure and a Senior Associate with Brown and Caldwell.

Mr. Murray has over 35 years as a Professional Engineer, Land Surveyor and Planner with extensive focus in regulatory and environmental compliance, project management and permitting, landfill remediation, solid waste operations and design, capital management and budgeting,land surveying and work in private practice sector. Areas of responsibility include developing and implementing Region and Area-wide programs for a national waste company, training environmental personnel on company systems and standards, managing wastewater treatment plant operations, environmental compliance management, managing landfill liner/cap design and bid documents, construction management, supervising construction observers and field work, supervising and directing landfill operations, transportation and facility operations staff, managing region-wide capital budget development and reporting, compliance reporting, recycling and renewable energy initiatives, long range planning and implementation of solid waste disposal alternatives, and preparing case material for testimony in land litigation. Interface knowledgeably and effectively with Federal, County and State agencies, developers, clients and attorneys. Possess thorough knowledge of landfill operations and permitting, project management and design, GIS and GPS surveying and operation of GPS survey equipment, the State Plane Coordinate Systems and record title retracement surveying.


Tim Mitchell, P.E.

Mr. Mitchell is a Project Manager with CEC, who has 13 years of experience in solid waste engineering. He has engineering experience associated with the design, permitting, and construction of municipal and residual waste disposal, transfer, and processing facilities. He has managed or performed design and/or permitting services for the solid waste industry to include preparation of permit drawings, landfill construction plans and details; analyses and design of landfill liner systems; analyses and design of erosion and sedimentation control systems; slope stability analysis of soils and geosynthetic systems; analysis of solid waste landfill gas (LFG) generation, collection and control systems; and leachate collection, control, storage; and pumping systems. Mr. Mitchell has experience in the preparation of technical specifications for the procurement, installation, and testing of multi-layer geosynthetic/soil landfill liner and cap systems, and large earthworks. He has managed and/or performed construction observations and certification of numerous landfill construction projects related to soil geosynthetic liner system materials; cap systems; leachate collection, pumping and storage systems; gas extraction systems; and erosion and sedimentation control systems. He has prepared regulatory documentation, including record drawings and reports, for approval of state environmental agencies. Additionally, he has provided various engineering support services to waste industry clients including managing and performing forensic investigations for waste mass slope failures.

Leah Blinn
Ms. Blinn is a Principal with Civil & Environmental Consultants, Inc. and is the Corporate Air Quality Practice Lead. She is a Chemical Engineer with over 20 years of experience in managing and executing air quality work for various industries throughout the country. She is experienced in air dispersion modeling, emission calculations, permitting, compliance, auditing, regulatory interpretation, and agency negotiation. Her experience is with a wide-range of industries including oil & gas, electric utility generation, municipal solid waste landfills, chemical manufactures, and metals manufacturing.

Barry VanLaarhoven
Barry VanLaarhoven, P.E., leads Civil & Environmental Consultants Inc.'s Boston-area office in Raynham and serves as a vice president for the firm.  Responsibilities include day to day operations of the office including staff, client service management, marketing, business development, and budgeting. He has over 20 years of experience in preparation of permitting and design of solid facilities including landfills, transfers stations, and solid waste processing facilities. Permitting experience include site suitability/site assignment, MEPA permitting including notice of project change (NPC), environmental notification form (ENF), expanded ENF, environmental impact report (EIR), authorization to construction (ATC), authorization to operate (ATO), major and minor modifications to existing permits, NOI, comprehensive site assessment (CSAs). Designs have included lateral, piggyback, and vertical expansions, gravity and force main leachate collection and removal systems, gas extraction/collection systems, final cover system, site wide storm water management systems, and Title V septic system designs. Mr. VanLaarhoven has also served as construction manager that included managing QAQC support, coordinating various contractors, and the preparation of the certification reports. Mr. VanLaarhoven has successfully integrated computer software tools into his design work allowing advances in efficiency for the Solid Waste Management Department. He has also worked with various clients to prepare short and long term goals/plans for individual sites including integrating air-space utilization calculations and projecting the need for future expansions and allocations of waste streams. He has additional experience in construction management, regulatory compliance, feasibility and fatal flaw study, and land surveying.
