Ms. Beaves is a registered Professional Engineer and Principal with Civil & Environmental Consultants, Inc. (CEC) where she serves as the corporate leader of the Real Estate Market Group. As a consulting organization, CEC focuses its operations on market groups with support from all of the firm’s multi-disciplined practices. As a market group leader, she is responsible for identifying trends and opportunities in the various Real Estate submarkets, as well as developing, implementing, and monitoring strategies and initiatives for growing market share and revenues. Ms. Beaves uses her 20 years of experience, along with market knowledge and long-term client relationships, to guide CEC’s activities within the Real Estate market. This includes focusing on new practices/capabilities, strategic new hires, geographic expansion, and business development initiatives. Ms. Beaves has significant experience in designing and managing the development of commercial real estate projects. She has served as the overall project manager for numerous large, multi-disciplinary land development projects, leading a team of managers, staff, and sub-consultants to design, permit, and construct projects with challenging development objectives and complex site constraints. Ms. Beaves serves as the primary point of contact with the client and ownership team, key stakeholders, regulatory personnel, and external team members throughout the life of a project. Ms. Beaves has a proven record of performance in assessing site development feasibility; implementing creative site grading, stormwater management, utility, and water quality designs; driving entitlement schedules; and developing construction sequencing for multi-phase projects. She typically leads the municipal site plan approval process and is highly experienced in making public plan, zoning, and variance request presentations.

Bill Acton
William Acton provides regulatory, development, environmental, site selection, project management and due diligence expertise to clients in the Real Estate Development, Mining and the Oil and Gas EP&D industries. Mr. Acton has more than 15 years' experience in ecological and environmental services including NPDES permitting, sustainable development planning, stormwater quality management and due diligence consulting, Section 401 and 404 Clean Water Act permitting, wetland and stream mitigation, Rosgen and natural stream channel design. He manages multiple concurrent projects and frequently coordinates multi-disciplinary services including environmental, geotechnical, field monitoring, engineering and site planning tailored to the needs of each site development project. Mr. Acton has completed over 800 surface water related projects. His diversified capabilities include riparian and lacustrine wetland restoration and creation, storm water management and permitting, flood management, compensatory mitigation planning, site surface water management planning, geotechnical engineering, and surface water permitting of all types.

Chad Kimbell
Mr. Kimbell has 18 years of experience in civil engineering- specializing in land development and co-founded KBGE, a Texas based civil engineering in Austin. He has extensive design and management experience involving stormwater, storm drain, erosion and sediment control, water and wastewater systems, roadways, food control and water quality ponds in a variety of market sectors and in both urban and suburban environments.  He has a vast knowledge of the city of Austin and Central Texas with valuable jurisdictional connections.

Mr. Remley has thirteen years of civil engineering design experience for various commercial, institutional, and residential projects throughout Maryland, Pennsylvania, and West Virginia. He has been responsible for all aspects of site design projects, including site layout, grading, stormwater management, sanitary sewer design, hydrologic and hydraulic analyses, erosion and sediment control, permitting, utility coordination and design, cost estimating, and drawing preparation. He is familiar with municipal and county planning codes and procedures, as well as state and federal permitting requirements. Mr. Remley has prepared and received approval for various permits, including Erosion and Sedimentation Control Permits, Maryland Department of the Environment (MDE) Grading Permits, National Pollutant Discharge Elimination System (NPDES) General Permits, Washington Suburban Sanitary Commission (WSSC) On-Site Utility Permits, Maryland State Highway Administration (SHA) Right of Way Permits, and PennDOT Highway Occupancy Permit (HOPs). Chris has also prepared many required forms including the Notice of Intent (NOI) form and the PADEP General Information (GIF) form.

Dan Koziatek
Mr. Koziatek has more than 20 years of civil engineering design experience for various municipal, commercial, institutional and residential projects. His technical experience includes water resource engineering, stormwater management facility design, storm and sanitary sewer design, geometric design of highways and streets, land planning and floodplain studies. Mr. Koziatek has held positions such as Director of Engineering, Project Manager, Design Engineer and Project Estimator for the construction of facilities throughout the Midwest states. He is familiar with municipal and county planning codes and procedures, as well as state and federal permitting requirements.

Dean Koleada
Dean Koleada has more than 19 years of experience in civil engineering for various types of land development and public infrastructure projects in Oklahoma and Texas. He has served as a Project Manager and Lead Design Engineer for a wide range of public and private projects. Mr. Koleada has extensive experience in single family, multi-family, master planned communities, site development, retail, senior living facilities, and mixed use projects. In addition, he has performed engineering services on numerous public infrastructure projects including major roadways, storm sewer/drainage systems, detention and water quality facilities, water distribution systems, water main extensions/relocations, waste water gravity systems, wastewater force mains and pump stations, and hydrological and hydraulic flood studies. Dean has experience in engineering design, project management, construction plan production/oversight, project coordination, contract management, scheduling, and construction management. He has provided engineering services for numerous private developers, city municipalities, tribal organizations, and federal organizations.

Mr. Dunmire has twelve years of experience in the design of commercial real estate land development projects including mixed-use, office, residential, and higher-ed. He has served as a project manager for multi-disciplinary land development projects from the design and permitting through construction. His areas of technical expertise includes site development feasibility studies, conceptual planning, preparation of land development and permitting packages, stormwater management facilities, cost estimating and construction documents. Mr. Dunmire is also a leader in CEC’s site visualization team through augmented and virtual reality services. These services provide clients the ability to see their project through 3D Panoramas, Drive-By Animations, and 2D plans and perspectives. From oil and natural gas, office and retail to public sector and waste management clients, Mr. Dunmire has aided them in the creation of graphics for public meetings and marketing purposes.

Greg Presnell
Mr. Presnell performs Senior Project Management for site development projects, serves as team leader for the site development business unit, and conducts business development for site development business unit. His major duties include marketing our site development capabilities; which include site layout, grading, drainage, utilities, erosion and storm water pollution prevention plans; serves as Team Leader for the site development business unit Mr. Presnell leads and manages the site development employees, and business development; which includes developing new clients and contacts, as well as maintaining our current client base. Throughout his career, Mr. Presnell's projects have included schools, resorts, recreational parks, business parks, and hotels. He has served as designer and project manager for several key projects including: Wilderness at the Smokies, the state's first, unique water park and resort center; Parkside Business Center, which involved three office buildings with underground detention allowing offsite storm water onto the property; and Belle Island Village Hotel, which called for a large development to be built on an island in the Little Pigeon River. The challenges and uniqueness of each project Mr. Presnell has been involved with demonstrates his ability to apply his expertise and successfully manage projects to fit the needs of diverse clients on time and within budget.

Mr. Quatchak is a founding principal of CEC and provides strategic guidance and quality control review for CEC's civil engineering and site development projects. He has more than 38 years of experience planning, developing, and managing geotechnical and civil engineering, site development and regulatory permitting projects. Mr. Quatchak's areas of expertise include conducting complete geotechnical investigations for the purposes of foundation design for residential, commercial, institutional and industrial structures; geotechnical engineering for slope stability analyses; dam design and landslide remediation; development of civil engineering designs and site development plans; development of erosion and sedimentation control and stormwater management plans; and preparation/coordination of site development permitting activities. On many of CEC's site development projects, he assists the client with the overall municipal site plan approval process, including presentations at public meetings and attendance at planning commission and zoning meetings. In addition, Mr. Quatchak's expertise includes identification and delineation of jurisdictional wetlands and waters, and preparation of state and federal wetlands and waters encroachment permit applications and mitigation plans. Mr. Quatchak provides permitting strategy for wetlands-related projects and assists clients in developing wetlands mitigation strategies. Mr. Quatchak previously served on the Pennsylvania Department of Environmental Protection (PADEP) Wetlands Protection Advisory Committee, and Water Resources Advisory Subcommittee. He also has experience in mine waste disposal design and permitting, dam design and construction, laboratory soils testing, reclamation design of abandoned mined lands, siting studies for waste disposal facilities, pre-acquisition due diligence and environmental investigations, and site planning and evaluation. Mr. Quatchak's technical and regulatory strengths include hydrologic/hydraulic modeling, Federal Emergency Management Agency (FEMA) flood map revisions, stormwater management Best Management Practices (BMPs), erosion and sedimentation control design and permitting, and overall geotechnical constructability. Mr. Quatchak uses his diverse and broad experience in the various fields of geotechnical and civil engineering to provide expert services in support of litigation and/or construction claims. He has provided expert evaluations and reports, as well as expert testimony on a variety of geotechnical and civil engineering issues; including landslides, foundation settlement, flooding, stormwater management and natural gas development.

Mr. Rasmussen has more than 25 years of broad-based site development and project management experience, with experience in aspects of land development, including site master planning, site layout and zoning conformance, pedestrian circulation and safety improvements, emergency ingress/egress, plaza and entry design, ADA access, site grading and earthwork, erosion and sediment control design, schematic storm water hydrology, detention basin layout, sanitary sewer and water line design. Mr. Rasmussen has submitted and received approvals from numerous local and state agencies. He has submitted, presented and received zoning variances for clients. He has designed, submitted and received approvals for compliance with local ordinances. He has submitted and received state level approval for Storm Water Rule 5 Storm Water Pollution Prevention Plans, IDEM Water and Sanitary Sewer Construction Plans and has coordinated with Indiana Department of Natural Resources to obtain construction in the floodway permits and utility crossing permits.

Jim is a detail-oriented, highly-creative Landscape Architect with 21+ years of dedicated experience in designing and implementing projects to support client needs and meet business objectives. His wide range of project experience ranges from landscape design to destination resort design in multiple regions both within the United States and internationally.

Mr. Donaldson has over 30 years of broad-based site development and project management experience. His land development experience includes commercial, residential, retail, industrial, and public works projects for both private and public sector clients. He has managed major multi-faceted development projects from conceptual design through final design and construction. Mr. Donaldson is experienced in all aspects of land development including hydrology and hydraulics, grading and earthwork analysis, roadway and highway designs, water distribution and sanitary sewer design, and erosion and sedimentation control. Project stormwater management designs have included wet ponds, dry ponds, underground tanks, and rooftop detention, many with provisions for Best Management Practices (BMP). His experience in project coordination and management, along with detailed knowledge of ordinances and regulations, have assured timely project approvals through the regulatory permitting process. Mr. Donaldson has been responsible for complete engineering design and preparation of construction documents, including technical review for constructability and approvability.
