PIOGATech Training – Air Quality Compliance

CEC’s Allison Devine will be presenting “Intro to ProMax for O&G Emission Estimates” during the introductory session from 9 am to 12:30 pm on Tuesday, December 15. 

CEC’s Amanda Black will be presenting “Air Permitting Case Studies: The Nuances of Oil & Gas Facilities” during the advanced session from 12:00 pm to 3:15 pm on Tuesday, December 15.

CEC’s Kris Macoskey will be a moderator during the event.

Mrs. Devine has more than 11 years of air consulting experience. Industry segment experience includes the oil and gas industry, ethanol production facilities, landfills, public utilities, and meteorological forecasting across the United States. Air projects include preparing state, Title V, and PSD permit applications for new, modified, and renewal facilities. Preparing Federal Energy Regulatory Commission (FERC) Resource Report 9 and Environmental Assessment for air and noise. Preparing annual, semi-annual, and quarterly reporting required by permits and regulations. The reports include permit compliance and deviation, Leak Detection and Repair (LDAR), emission inventories, Toxic Release Inventory (TRI), and greenhouse gas reporting under Subparts C and W.

Amanda Black
Ms. Black is a Principal and the Power Market Group Lead at Civil & Environmental Consultants, Inc. Ms. Black is a chemical engineer with more than 20 years of experience in environmental consulting. As the corporate Power Market Group leader, she is responsible for identifying trends and opportunities in the various power submarkets, as well as developing, implementing, and monitoring strategies and initiatives for increasing CEC’s service offerings to the power industry. Ms. Black has extensive experience in air permitting of major and minor sources throughout the United States and has assisted clients in the power, oil and gas, and manufacturing market sectors.

Kris Macoskey
Mr. Macoskey is one of the leaders of CEC’s environmental practice with particular emphasis on air quality permitting and compliance. He has over 27 years of experience helping facilities manage their environmental regulatory compliance obligations. Mr. Macoskey has expertise in identifying compliance gaps, filling those gaps, developing programs, and providing training aimed at maintaining ongoing compliance. Mr. Macoskey is knowledgeable in federal and state environmental programs affecting industry and has special expertise in the area of air quality compliance and permitting.  He has managed projects ranging from simple construction permit applications to major New Source Review evaluations as well as ambient air and meteorological monitoring, dispersion modeling, human health risk assessment, and control technology evaluations. Project experience spans the oil and gas, manufacturing, electric utility, and waste management sectors. Mr. Macoskey has been a Qualified Environmental Professional with the Institute of Professional Environmental Practice since 1996.
