Owner Objective
As part of Hancock County’s Flood Risk Reduction Program, the County is implementing Phase 2 of the Blanchard River Benching Project to reduce flood risk along the north shore of the Blanchard River in downtown Findlay. Previous environmental investigations identified impacted soils within the project corridor, requiring remediation activities to be completed before portions of the flood mitigation work can proceed. The County requires environmental engineering support to address legacy contamination, satisfy regulatory requirements, and help transform the corridor into a safer area for future public use and redevelopment.
CEC Approach
Following environmental investigations that included 67 soil borings and laboratory analyses, CEC developed a Remedial Action Plan to identify areas of concern and establish procedures for managing impacted soils during construction. The team also prepared environmental construction specifications outlining remediation requirements and providing contractors with a clear framework for implementation.
As the project progresses through remediation and construction, CEC is preparing bid documents, supporting contractor procurement, reviewing technical submittals, and facilitating pre-bid meetings. During field activities, on-site representatives oversee remediation operations, monitor compliance with project specifications, coordinate with contractors and County representatives, and collect confirmation soil and sediment samples to verify the effectiveness of the remedy.
The team also provides field oversight and additional confirmation sampling as site conditions arise, including management of buried debris encountered during remediation. Through these efforts, Hancock County can safely remove impacted soils while supporting long-term flood risk reduction along the Blanchard River corridor.
