Introducing New Associate Corporate Practice Leads

In 2022, CEC originated the Associate Corporate Practice Lead (ACPL) Program. The purpose of the ACPL Program is to support the development and leadership learning of our team members in our various practices. Each ACPL serves a three-year term in the role. Generally, the responsibilities of the ACPLs include the following:

  • Helping to identify resources not currently available for each practice to promote early-career development
  • Planning and organizing the delivery of professional development programs and resources
  • Engaging early-career professionals with others in their practice who can provide technical resources
  • Serving as the liaison to staff and project-level members of the practice to support the development of their technical expertise
  • Supporting the Corporate Practice Lead in the achievement of the practice’s initiatives and the performance of Practice Peer Reviews
We are pleased to announce that the following team members have been selected as ACPLs:
 
Air Quality – Jon Greene, P.E., Senior Project Manager, Austin
 
Jon has more than 31 years of experience in environmental engineering consulting, supporting a wide range of industrial sectors including energy, manufacturing, and recycling. He specializes in air permitting and compliance, compliance auditing, spill prevention planning, and stormwater permitting and management. Jon is a licensed professional engineer in Louisiana and Texas and a member of the Air & Waste Management Association and the Texas Aggregates and Concrete Association.
 

Civil Engineering – Kelly Morgan, P.E., Project Manager III, Pittsburgh

Kelly specializes in planning, designing, and permitting natural gas well pads, access roads, pipelines, and related facilities for a variety of energy clients. She has spent her entire career at CEC, gaining hands-on experience in site development, environmental permitting, agency coordination, and oversight. Kelly is a licensed professional engineer in Pennsylvania, Ohio, and West Virginia and is a member of the Commercial Real Estate Women Network. She joins Drew Stokes as the second Civil ACPL.


Cultural ResourcesColleen Westmor, Project Manager II, Indianapolis

Colleen has more than 15 years of archaeological experience, including the past six with CEC. She has experience conducting visual inspections, surface collection surveys, shovel testing surveys, and feature excavations.  Her lab experience includes artifact cataloguing, creation of artifact databases, and artifact analysis. Colleen has also done work on the Tell Timai Archaeological Project in Egypt since 2011. She is a member of the Midwest Archaeological Conference, the Society for American Archaeology, the Society for Historical Archaeology, and more.

Ecological – Kyle Filicky, P.W.S., Project Manager III, Pittsburgh

Kyle has spent his entire 11-year career at CEC. He leads stream and wetland delineations; performs rare, threatened, and endangered plant surveys; leads vegetation monitoring efforts; conducts fish, benthic macroinvertebrate, and freshwater mussel surveys; and more. He has field experience observing numerous federally listed plant species and their critical habitats across the eastern United States. Kyle is a member of the Society of Wetland Scientists, the Botanical Society of Western Pennsylvania, and the Botanical Society of America. He joins Haylee Roach as the second Ecological ACPL.

Environmental – Brandon Kay, Project Manager I, Cincinnati

Brandon has more than 10 years of experience, including the past eight with CEC. He has led and conducted a variety of environmental due diligence projects and has performed numerous field tasks, including subsurface and surficial soil sampling, groundwater monitoring, surface water sampling, waste characterization sampling, sub-slab and soil gas sampling, indoor air sampling, and environmental injection remediation. He joins Garrett Welch as the second Environmental ACPL. 

Survey/Geospatial – Jeremy Van Ostran, P.S., Principal, Columbus

Jeremy has nearly 30 years of experience, spending the last three years with CEC. He has managed surveying projects ranging from small sites to large-scale infrastructure and boundary assignments. Jeremy specializes in ALTA/NSPS surveys, right-of-way and utility corridor projects, construction layout, and more. He is a licensed professional surveyor in Kentucky and Ohio and is a member of the Professional Land Surveyors of Ohio and the National Society of Professional Surveyors.

Waste Management – Charles Wertz, P.E., Project Manager III, Pittsburgh
Charlie Wertz

Charles has more than 16 years of experience. He has experience in civil, environmental, solid waste, and geotechnical engineering projects across the United States and the Caribbean. He has supported complex projects for agencies such as USACE, NASA, and the US Navy, providing field leadership, design support, and project management from planning through construction. He is a licensed professional engineer in Pennsylvania. He joins Jill Hamill as the second Waste Management ACPL.

Water ResourcesChristine Guy-Baker, P.E., Project Manager II, Nashville

Christine has more than 10 years of experience, including the last eight with CEC, supporting municipal and capital improvement projects. She specializes in stormwater management, hydraulic design, floodplain analysis, permitting compliance, and developing practical solutions in collaboration with local municipalities. She is a licensed professional engineer in Kentucky, North Carolina, and Tennessee and is a member of the American Society of Civil Engineers, the Association of State Floodplain Managers, the Tennessee Stormwater Association, and more
 
CEC designed the ACPL program to continue supporting the growth and development of all staff within all of our practices.
