Owner Objective

Rapid Waste Solutions of Texas LLC (RWS) is a small but growing dumpster rental service in the Houston, Texas area. RWS provides dumpster service and transportation for Construction & Demolition wastes.

RWS wanted to grow the business by offering new services to customers and also limiting their cost of disposal at permitted landfills. To accomplish these goals, they decided to construct a C&D waste recycling operation. Two sorting stations, one for company trucks and the other for private customers, would be constructed to allow the separation of recyclable waste stream components, including concrete, wood, pallets, cardboard, and other streams depending on market conditions. Only the residual, non-recyclable materials would go to the landfill for disposal.

RWS intends to construct the operation on an existing property. The existing property contains a water well, buildings, dumpster storage, and roadways. Construction of the new facilities had to be mindful of appropriate clearances and mitigation of traffic conflicts between company trucks and private vehicles, as well as stormwater.

CEC Approach

Typically, this project would be approached as a Transfer Station. However, CEC recognized that permitting a solid waste transfer station under Texas laws and regulations would demand a substantial time commitment. CEC recommended a different, faster approach: Complete a Notice of Intent to Operate a Solid Waste Recycling Facility, which was created by the Texas Commission on Environmental Quality (TCEQ) to encourage recycling and minimize landfill disposal.

The submittal to the TCEQ was reviewed, and comments have been answered. RWS aimed to being operations in late spring 2021. CEC’s approach to the design and permitting for this facility reduced RWS’ costs, which was particularly important for its smaller clients.
