Owner Objective
Knoxville’s Community Development Corporation sought to develop a new 32-unit permanent supportive housing community for military veterans near the William C. Tallent Department of Veterans Affairs (VA) Outpatient Clinic in Knoxville. The goal was to create a welcoming and comfortable environment with housing, accommodations, and amenities for local veterans. Due to the site’s existing topography and natural features, the client also wanted to preserve existing rock outcroppings and incorporate them into the overall site design.
CEC Approach
CEC provided civil site design services for ADA-compliant parking and pedestrian access, utility infrastructure, and stormwater management systems, including on-site stormwater detention. Working closely with Knoxville’s Community Development Corporation, the architect, and the landscape architect, the team helped create a community-oriented, park-like setting for residents.
To accommodate the client’s desire to preserve the site’s natural topography and existing rock features, CEC refined the site layout, grading, and drainage design to minimize rock excavation while maintaining effective stormwater management. The final design incorporated bypass drainage swales and a permeable paver system to manage stormwater while supporting the project’s aesthetic goals and preserving the site’s natural character.
