CEC Columbus welcomes Todd Harkins, P.E., as a Principal in its Civil Engineering practice.
Todd brings more than 28 years of experience in civil engineering, project management, and infrastructure development, leading complex public and private sector projects throughout the region. His expertise spans land development, utility infrastructure, sanitary sewer and wastewater systems, stormwater management, drainage design, and sustainable green infrastructure solutions.
Throughout his career, Todd has guided projects from planning and design through permitting, construction, and long-term client development. He has extensive experience providing master planning and site development services for higher education campuses, parks and recreation facilities, municipal infrastructure, CNG distribution sites, commercial developments, residential communities, and industrial facilities.
His technical expertise includes the design of stormwater conveyance systems, detention and retention facilities, water quality improvements, and Low Impact Development (LID) solutions that address both regulatory and environmental requirements. Todd has also engineered new and rehabilitated sanitary sewer infrastructure, including gravity collection systems, pump stations, storage facilities, and raw and potable water transmission and distribution networks for municipal and private utility clients.
Over the course of his career, Todd has successfully managed and delivered hundreds of projects, including municipal infrastructure improvements, roadway and bikeway enhancements, institutional facilities, mixed-use developments, retail centers, and residential communities.
A licensed Professional Engineer in seven states, Todd earned a Bachelor of Science in Civil Engineering from Youngstown State University.
