Owner Objective
CEC provided a confidential renewable energy client with engineering, ecological, environmental, cultural resources, and permitting consulting services for the due diligence evaluation of a proposed solar energy development on a former industrial landfill site.
The project site consists of approximately 60 acres of previously developed landfill property and adjacent land. Historical operations included waste disposal activities over several decades, and ongoing maintenance and environmental management activities continue at the site. The client sought to evaluate the property’s feasibility for solar energy development while identifying potential environmental, ecological, cultural resource, and permitting constraints.
CEC Approach
CEC provided ecological, environmental, cultural resources, and permitting consulting services to support a comprehensive due diligence effort. The objective was to identify applicable local, state, and federal regulatory considerations and summarize findings to assist with project planning, permitting, and future land development activities.
CEC professionals prepared a desktop analysis, which included studies of existing land cover, sensitive species, environmentally sensitive areas, cultural resources, environmental due diligence and a summary of federal, state, and local permits that may be applicable to the project.
A multidisciplinary field team consisting of archaeology, ecology, and environmental professionals conducted site investigations and preliminary field reviews. Archaeological specialists documented existing site conditions, evaluated archaeological sensitivity, and identified areas with potential cultural resource significance.
The results of the desktop studies and field investigations were compiled into technical memoranda, including mapping, photographs, and regulatory findings. These materials provided the client with information necessary to support project planning, environmental review, permitting strategy, and site development decision-making.
