Serving as the Houston office lead, Harold has 31 years of managerial and engineering experience in the domestic and international oil & gas industry and in the solid and hazardous waste industry. He has executed a variety of projects in all the shale basins and in the Gulf of Mexico, including:
- Deep foundation design for offshore oil & gas platforms and pipelines;
- Onshore pipeline design;
- Horizontal direction drilling (HDD) pipeline crossings;
- Midstream asset engineering design and construction management;
- Permitting of exploration and production (E&P) waste facilities; and
- Design and construction of waste facilities.
In the solid and hazardous waste industry, Harold assists owners and operators with regulatory compliance regarding:
- Landfill gas projects;
- Permit application filings;
- Data collection;
- Air permit management;
- Engineering design;
- Document preparation;
- Construction management; and
- Construction quality assurance.
He is a registered Professional Engineer in Texas and Louisiana.

Mike has more than 24 years of experience implementing sampling and operations and maintenance programs at solid waste facilities across the country as well as supervising the installation and construction of landfill gas collection and monitoring systems, including probes, extraction wells, piping systems, condensate management systems, blowers, flares, and ancillary systems. He has supervised initial system start-up and balancing as well as long-term system operation, monitoring, and maintenance. He has prepared various landfill gas system manuals and has provided operator training to landfill owners and operators. He can conduct environmental monitoring for site compliance and can monitor the effectiveness of landfill gas systems. A registered Professional Geologist in Texas, Mike is a member of the Solid Waste Association of North America.

Robert is a geotechnical engineer with 31 years of experience supporting landfill, oil & gas, and power capital projects, both domestically and abroad. His scope includes soil borings, piezometers, laboratory testing, geotechnical reports, pavement design, and Stormwater Pollution Prevention Plans. Most recently, he has supervised geotechnical investigations for Houston-area paving and drainage projects. Prior to that, he spent six years in the field for high-voltage power line construction projects. He is a registered Professional Engineer in Texas.

Burgess has worked in the field of solid waste and hazardous waste since the Texas implementation of Subtitle D in 1994. He spent 11 years at the Texas Natural Resource Conservation Commission (TNRCC), where he worked in surface casing, groundwater, and municipal solid waste permitting. He has also worked for Allied Waste/Republic Services as an environmental manager responsible for compliance support and preparation of engineering budgets at several major Texas landfills. He has overseen the construction of multi-million dollar new landfill cells, gas system expansions, and infrastructure projects. He’s also experienced in hydrogeology and the Texas Pollutant Discharge Elimination System.

Chad has more than nine years of experience in environmental and solid waste projects. His expertise includes preparation of construction plans and bid documents for various landfills in Texas and Louisiana, development of permitting documents for submittal to regulatory agencies in Texas and Louisiana, construction quality assurance (CQA), surveying, and various quantity calculations. His CQA experience includes being the Professional of Record (POR) and Assistant POR for liner construction events for waste disposal facilities in Texas and Louisiana. He is a registered Professional Engineer in Texas, Louisiana, Kentucky, and Illinois.
