Ryan Costello, P.S., joins CEC Houston as a Principal in our Survey+Geospatial practice.
He began his career more than 19 years ago as an entry level rodman and has evolved into a multi-state licensed Professional Surveyor. Ryan specializes in oil & gas, pipeline, electric utilities, renewable energy, chemical facilities, civil construction, and environmental support.
He has technical expertise in ALTA surveys, long and short route surveys, terrestrial HDS surveys, ground and aerial topographic surveys, high precision control networks, and much more.
In his previous roles, Ryan managed both large and small linear projects, design and construction phases, large and small acreage boundary and topographic surveys, supervised project teams, and collaborated with various clients and project teams to meet a project’s goals.
Ryan earned an Associate of Applied Science degree in Surveying Technology from Oklahoma State University-Oklahoma City. He is a licensed Professional Surveyor in Texas and Oklahoma. He is a member on the Survey Advisory Board for Lone Star College-Montgomery and the Texas Society of Professional Surveyors.

CEC Houston’s operations were established in April 2019 with the hiring of Harold Barber, a native Houstonian. The team specializes in the solid waste and oil & gas market sectors with experience in permitting and compliance work with the Texas Commission on Environmental Quality and the Texas Railroad Commission. In addition to our primary practice areas, we also offer geotechnical engineering services and landfill gas operations and maintenance (O&M) services. In August 2021, we moved into a new, expanded office space in Houston.
