Rob Dlugos, J.D., P.G., has been promoted to Chief Technical Officer, and Wes Speiser is stepping into the role of Environmental Engineering and Sciences Corporate Practice Lead, bringing extensive expertise and leadership to their new positions.

CEC Monroeville’s Rob Dlugos, J.D., P.G., has been promoted to Chief Technical Officer. Rob has more than 30 years of experience, including the last 23 years with CEC.
Rob has led multiple teams and offices as CEC’s former Environmental Corporate Practice Lead, guiding staff through complex projects while fostering development and knowledge transfer. He also brings deep environmental expertise, having overseen investigations, site assessments, and compliance initiatives across a variety of industries.
“I will be focused on embedding quality and client-focused service excellence into our culture and operations, enhancing our quality programs and clear performance metrics to ensure consistency, manage risk, and improve the client and employee experience.”
Rob has a bachelor’s degree in earth science from Harvard University and earned his J.D. from Duquesne University Kline School of Law.

As CTO, I will be focused on embedding quality and client-focused service excellence into our culture and operations, enhancing our quality programs and performance metrics to ensure consistency, manage risk, and improve the client and employee experience. We will also expand project manager training and guided learning to develop strong leaders, while implementing a more intentional framework to identify, support, and recognize innovation across the company,” says Rob.

Wes Speiser, a Senior Project Manager from CEC Toledo, has been named CEC’s Environmental Corporate Practice Lead. He has more than 22 years of professional experience, including the past 10 years with CEC. During his career, Wes has served as a project manager and field team leader at hundreds of sites.
Wes’ technical expertise includes Phase I and Phase II Environmental Site Assessments at suspected release sites, along transportation improvement areas, and at brownfield redevelopment sites. He has a strong understanding of federal, state, and local environmental regulations. Wes also has significant experience with underground storage tank (UST) investigations and closures. He is proficient with GIS software, survey-grade GPS, seismometers, resistivity sensors, and more.

Wes has assisted with various environmental studies, including hydrogeological investigations, fish sampling, threatened and endangered species surveys, mussel surveys, soil remediation projects, and stream design. He has a bachelor’s degree in geology from Bowling Green State University.
