Owner Objective

UGI Energy Services (UGIES) operates several compressor stations, renewable natural gas facilities, and natural gas processing plants in New York, Pennsylvania, Ohio, and West Virginia. These facilities require continuous oversight to ensure compliance with state and federal air quality regulations as well as air permit requirements. New facilities and modifications to existing facilities also require permits, and each state has differing air permit requirements. UGIES contacted CEC several years ago to help develop a programmatic approach to managing air quality compliance for these facilities and to assist with air permitting.

CEC Approach

CEC prepares air permit applications for UGIES for new facilities as well as permit renewals and permit modifications for their facilities in NY, PA, OH, and WV. By working with the client engineering and operations teams to obtain the technical data necessary on the design of the facility, CEC calculates the facility potential to emit, evaluates applicable federal and state air requirements, evaluates potential air quality pollution control equipment required, and prepares the air permit applications.

CEC also utilizes our relationships with the regulatory authority to negotiate permit terms and conditions to provide UGIES with maximum operational flexibility while demonstrating compliance with air permitting requirements. CEC has developed air quality compliance calendars for each of the applicable UGIES facilities, which detail the state, federal, and air permit requirements for each facility. CEC coordinates with UGIES during bi-weekly compliance review meetings to evaluate upcoming compliance deadlines. We work with UGIES to obtain the appropriate data to prepare air compliance reports such as New Source Performance Standards Subpart OOOOa/b/c, emission inventories, permit evaluation reports, and permit compliance certifications.

UGIES is also required to report their greenhouse gas (GHG) emissions through EPA and also has an internal Environmental, Social, Governance (ESG) report that includes GHG emissions. CEC supports both of those efforts annually gathering data from across the UGIES footprint to calculate the GHG emissions from each of their facilities utilizing appropriate emission calculations methodologies approved by the EPA.

CEC presents this data in a tabulated format so that UGIES environmental management can easily relate the data to executives and all stakeholders.

CEC values our partnership with UGIES as we provide a variety of air quality services for multiple locations across their footprint. As continued regulations are developed, CEC will continue to assist UGIES with air permitting and compliance services structured to meet regulation requirements while maintaining dynamic operational flexibility.
