Owner Objective

Nucor West Virginia is a new state-of-the-art steel mill in Apple Grove, Mason County, West Virginia. Nucor has committed to invest approximately $4.0 billion to build the greenfield steel mill, which will be capable of producing up to three million tons of steel per year.

One of the reasons Nucor chose the Apple Grove site is due to its location along the Ohio River, which provides strategic transportation and logistics advantages and a strengthened ability to serve customers in both the Midwest and Northeast. The logistics advantages extend to both the plant’s raw materials supply chain and shipment of the plant’s finished products to its customers.

CEC Approach

Nucor engaged CEC early in the project conceptualization stage to provide a project feasibility analysis. As the project progressed from concept to design and permitting, CEC’s role in the project continued to expand. To date, CEC has provided civil engineering, surveying, ecological, cultural resources, geotechnical engineering, transportation, environmental, and water resources engineering service that we offer and assisted in securing all of the necessary permits to facilitate the construction of the project. Nucor has indicated they appreciate CEC’s ability to provide a wide range of services to help facilitate the successful construction of this complicated project.

Project Highlights

  • Worked with the client to select a site for a state-of-the art steel mill, a >$3 billion investment, the largest private investment in West Virginia history
  • Guided Nucor through and secured complex state and federal permitting
  • Provided ALTA surveys and due diligence investigations to support the acquisition of over 1,700 acres of property
  • Provided expert cultural resources services for complex Section 106 compliance requirements, including in-depth consultation with Native American tribes, Phase III data recovery, research mitigation, and collection, processing, and curation of more than 30,000 artifacts
  • Designed the site within a compressed schedule and provided the Nucor team with an experienced, diverse team to meet their project goals
  • Project will bring around 800 high-paying full-time jobs and 2,800 construction jobs to the area
