Patrick Jacobs, P.G.
Senior Project Manager – Ecological Sciences

Patrick brings more than 15 years of experience to his role as lead of the office’s Ecological Sciences group. His expertise lies in ecological studies; water and waste permitting; stream classification, delineations, and functional assessment studies; stream restoration design and monitoring; wetland delineations; habitat identification; and environmental sustainability. He has strong relationships with the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and numerous state and local environmental and cultural agencies.
Patrick is the chairman of the natural resources subcommittee for Gas Processing Association. Patrick has conducted ecological studies in Texas, New Mexico, Louisiana, Oklahoma, Ohio, West Virginia, Michigan, and Mississippi. He is a registered Professional Geologist in Texas.
Jeff Harris, P.E.
Senior Consultant – Waste Management

Jeff has more than 37 years of experience in waste management engineering and consulting. His specific areas of expertise are municipal solid waste landfill design and permitting; landfill capital budgets; cell construction project supervision; landfill solidification; landfill bioreactor design and permitting; leachate generation, collection, treatment, storage, and recirculation; landfill odor control; Spill Prevention, Control, and Countermeasure Plan preparation; Stormwater Pollution Prevention Plan preparation; and regulatory permitting. He is one of the holders of a patent for the facultative landfill bioreactor, which is a method for reducing the ammonia level of landfill leachate. He is a registered Professional Engineer in Texas.
J.C. Perez
Landfill Gas Technician II – Waste Management

We welcome J.C. as a landfill gas technician in our burgeoning landfill gas operations and maintenance group within the waste management practice. He brings four years of relevant industry experience with him. Prior to joining CEC, J.C. worked for a large energy company as a well field technician where he was responsible for weekly production reports, landfill gas system inspections, and pump maintenance.
